La complejidad de tal tarea implica necesariamente concebirla como un proceso que debe desarrollarse en etapas. La primera etapa, la identificación de los estándares de gestión, tiene el propósito de asegurar las condiciones necesarias para que la acción de las instituciones educativas se centre en los aprendizajes de los estudiantes. La segunda, la elaboración de estándares de aprendizaje, tiene como propósito la incorporación<br />de herramientas que orienten a los docentes en el objetivo de llevar a sus estudiantes hacia el logro de los aprendizajes esperados. <br /><br />Los desafíos pendientes en el terreno de la implementación curricular indican que es preciso avanzar en la definición de expectativas más explícitas, claras y consensuadas sobre los aprendizajes a los que todos los estudiantes deben acceder, y en buscar estrategias adecuadas de implementación que involucren un compromiso orientado a brindar una asistencia técnico pedagógica sostenida y el aseguramiento de las condiciones materiales necesarias para que los aprendizajes esperados se logren. Dichas expectativas son los estándares de aprendizaje, los cuales describen lo que todo estudiante peruano debe saber, comprender y ser capaz de hacer, en las diversas áreas curriculares, a lo largo de la escolaridad. Se centran en aprendizajes esenciales y deben asegurar la formación integral de los estudiantes, el ejercicio de su ciudadanía y el desarrollo de su capacidad para continuar aprendiendo a lo largo de la vida. <br /><br />La implementación de estándares de aprendizaje parte del imperativo de que todos los estudiantes deben ejercer su derecho a acceder a una educación de calidad. En ese sentido, los estándares pretenden constituirse en el referente que oriente la toma de decisiones pedagógicas y de gestión, y articule las acciones del sistema para promover la igualdad de oportunidades y resultados educativos en todos los estudiantes peruanos, permitiendo así, disminuir las brechas de inequidad. <br /><br />La elaboración de los estándares de aprendizaje nacionales es una labor que se viene realizando en coordinación con el Ministerio de Educación y que ha implicado una serie de acciones previas destinadas a diseñar la fundamentación de la propuesta. La presente publicación sintetiza algunas de las indagaciones más importantes que hiciera el equipo técnico para elaborar la propuesta técnica y metodológica de los estándares. Situar el diseño y elaboración de los estándares de aprendizaje en la perspectiva de los ideales y objetivos educativos del milenio, del marco normativo y la política educativa nacional, así como analizar diversas experiencias internacionales en elaboración e implementación de estándares han sido los primeros pasos para armar nuestra propia ruta en esta tarea que se inicia en el Perú. From birth they gradually develop the social-emotional, communicative, cognitive and motor skills and competencies which allow them to interact with others: to understand and communicate affection, needs, desires, ideas, emotions and thoughts; as well as to overcome everyday situations.<br /><br />The foundations for learning are laid in the first years of life and there are currently more than 200 million children under the age of 5 who cannot reach their developmental potential due to poverty, poor health, poor nutrition or lack of fundamental education during this important period.<br />Early Childhood Development (ECD) is a progressive, multidimensional, integral and timely process that translates into the construction of increasingly complex abilities in navigating social networks and the interaction with the environment in order for children to fully exercise their rights.<br /><br />The meaningful interactions that children have with adults in quality environments play a central role in their development and learning. These caregivers are not only responsible for the feeding and resting of the child, but also provide an adequate environment for learning and development, and interpret their emotional state, helping them to regulate it; in this way, the development of trust, curiosity, purposefulness, and<br />self-control, and the ability to relate, communicate and cooperate with others is allowed.<br /><br />Currently, worldwide efforts are being made to improve the quality of services for children under the age of 6, in order to provide comprehensive care and education that guarantees the right to an equitable education regardless of social, cultural or economic background. Current research agrees that a determining factor in the learning and development of the child is the adult who accompanies him and the understanding they have of the process of learning and development at this age.<br /><br />With this in mind, the National System of Evaluation, Acreditation and Certification of Educational Quality (Sineace) was comissioned to elaborate learning standards as part of the curricular system. The elaboration of national standards for primary and secondary levels of Regular Basic Education began in 2009. In addition, a preliminary study was carried out around management and learning standards used at this level in other countries. Through these processes the initial decisions were made on the preparation of the national standards of learning and development for this age group.<br /><br />The standards are defined as precise and clear goals regarding the learning and development obtained in basic conditions —through which all Peruvian children are expected to pass— and have the aim of informing and providing clear expectations of the learning and development of children under the age of 6. Their purpose is to offer the adult guidance to promote and monitor comprehensive care at home, care centers, nurseries, PRONOEI and educational institutions at initial level. The reference framework of national standards for children under age of 6 is a technical document which aims to give an overview of the process of elaboration of the standards for initial level education.

También se les pidió que recojan aportes de expertos y gestores peruanos de ese nivel. Finalmente se le encargó al equipo que planteen una propuesta preliminar de estructuras para estándares de aprendizaje/desarrollo y para estándares de gestión. El resultado es un compendio de aportes y experiencias nacionales e internacionales respecto a los estándares, así como una visión caleidoscópica de la educación inicial en el Perú.<br /><br />Visto desde otra perspectiva, este libro gira alrededor de dos preguntas: ¿qué es lo que tienen derecho a aprender todas las niñas y niños antes de entrar a la escuela? y ¿cuáles son las condiciones que facilitan esos aprendizajes en el sistema educativo? Las respuestas aluden no solo a certezas, sino a perplejidades, ganancias y expectativas en torno a la política educativa, por ejemplo en relación a temas como la universalización de la educación inicial, la multiculturalidad, las expectativas de padres y docentes, los antiguos dilemas que plantea la educación inicial en relación a la evaluación de los aprendizajes de los estudiantes: desarrollo y/o aprendizaje, la articulación con el nivel primario, la formación docente, el concepto de niño y la comunicabilidad de las innovaciones o reformas planteadas. <br /><br />Finalmente, el presente estudio constituye tanto una exploración como el primer insumo para construir un marco teórico que dé fundamento al diseño y elaboración de estándares para la Educación Inicial.
