Colombia no se puede catalogar como país petrolero sino como un país con petróleo, dada la modestia tanto de sus reservas, en declinación, como de su producción. Desde 2014 las reservas de crudo han venido cayendo sin remedio y los volúmenes de producción se alejan cada vez más de la meta de enantes del millón de barriles/día. Y lo más preocupante es que la perspectiva no es alentadora, dado el declive de la actividad exploratoria. Colombia está a menos de cinco años de tener que importar crudo para poder cargar sus refinerías, con las implicaciones que ello acarrea. <br /><br />Con este texto se pretende contribuir a la discusión sobre nuestra compleja coyuntura en materia de hidrocarburos, a la controversia, a poner el tema en la agenda pública; la larga vinculación de su autor a la Especialización en Derecho Minero-Energético que ofrece la Universidad Externado de Colombia y a su grupo de investigación le ha estimulado a seguir profundizando sobre el apasionante mundo del petróleo, que mueve, y seguirá moviendo, por varias décadas más la economía global.
